When preparing to couple a converter dolly to a second (rear) trailer that has NO spring brakes, what is the correct sequence to secure that trailer before working around it?

49 CFR 383.115(a) ("Procedures for assembly and hookup of the units"); AAMVA CDL Manual Section 7.2.1 "Coupling Twin Trailers," p. 7-1, Version July 2017

Why This Matters

On the real CDL doubles/triples knowledge test, this hookup sequence for a spring-brakeless trailer appears almost verbatim. Getting it backwards in real life is dangerous: a rear trailer without spring brakes has no parking brake at all, so if you don't properly charge and then isolate its emergency brakes before pushing a converter dolly underneath it, the trailer can roll while someone is working around it.
