An emergency forces a driver off the pavement onto the shoulder. What braking guidance does the CDL manual give before the vehicle comes to a stop or returns to the road?

Regulation
49 CFR 383.111(a)(14); AAMVA CDL Manual (nhcdm.pdf) Section 2.17.1, p. 2-33
Why This Matters
Shoulders are often loose gravel or soft ground, and braking hard at highway speed on that surface can trigger a skid the driver can't recover from. Waiting until speed naturally drops before braking gently keeps the vehicle controllable long enough to find a safe way back onto the road.
