AAMVA CDL Manual, Section 10.5.1 – Don't Deal with On-bus Problems When Loading and Unloading, p. 10-9
Why This Matters
Loading and unloading is the single most dangerous part of a school bus route because students are moving on foot near traffic and the bus itself. Splitting attention to discipline a student during this window increases the chance that a different child gets hurt. The rule exists so the driver's full focus stays on getting every student on or off the bus safely first.
