Before a student may begin crossing the roadway in front of the school bus, what must they do while waiting at the edge of the road?

Regulation
AAMVA CDL Manual, Section 10.2.3 – Additional Procedures for Students That Must Cross the Roadway, pp. 10-4–10-5 (July 2017 revision); 49 CFR §383.123(a)(1)
Why This Matters
A stopped school bus with flashing lights only works as a safety system if drivers around it actually obey it, so the student's own look-both-ways check is a critical backup layer, not a redundant step. Waiting for the driver's explicit signal also means the one person with the best overall view of traffic, not the child, makes the final call that it's safe to start crossing.
