Why does federal ELDT theory training require school bus drivers to plan their routes before beginning to drive?

49 CFR Part 380, Appendix D, Unit D1.11

Why This Matters

A driver trying to figure out directions or recall a stop sequence while already behind the wheel is a distracted driver, which is especially dangerous with children aboard. Planning the route in advance moves that mental workload off the road entirely, so full attention stays on driving and watching for students.
