Why does the AAMVA CDL Manual direct drivers to stop with the bus's front bumper at least 10 feet away from students at the designated stop?

Regulation
AAMVA CDL Manual, Section 10.2.1 'When stopping,' p. 10-3; 49 CFR 383.123(a)(2)(i) (general topic only); 49 CFR Part 380, Appendix D, Unit D1.2 (Loading and Unloading)
Why This Matters
The 10-foot gap is a deliberate safety design, not an arbitrary number: it keeps students out of the most dangerous zone directly in front of the bus and gives the driver a sightline to see if anyone is running, lagging, or stepping into traffic before the door opens.
