Under AAMVA CDL Manual guidance, when may a school bus driver put a student off the bus?

AAMVA CDL Manual, Section 10.5.2 (Handling Serious Problems), p. 10-8; 49 CFR Part 380, Appendix D, Unit D1.7 (Student Management)

Why This Matters

Putting a child out of the bus at an unauthorized location, even for bad behavior, creates a serious safety risk by leaving them unsupervised somewhere they aren't expected. For misconduct too serious to manage otherwise, the manual directs the driver to call a school administrator or police rather than removing the student outside school or their stop.
