Oxidizers release oxygen when exposed to heat or moisture, intensifying any fire they contact, and flammable solids ignite easily. Leaving either exposed on an open or overhang load means weather, road debris, or a stray spark can turn ordinary cargo into an uncontrollable fire. The containment-and-cover rule exists to keep that risk contained.
