A driver hauling Division 1.3 explosives needs to make a scheduled delivery to a warehouse. The loading dock is only 150 feet from the building. Is stopping here a violation of the 300-foot parking rule?

Why This Matters

Deliveries have to happen at docks, and docks are buildings, so the rule has to allow brief, necessary proximity or explosives transport couldn't function at all. But "brief and necessary" is not a license to park there indefinitely; once the delivery work is finished, the driver still has to move or find compliant parking.
