A driver hauling Division 1.2 explosives wants to leave the truck unattended overnight at a busy interstate truck stop so he can sleep in the truck stop's motel instead of the sleeper cab. Is this truck stop automatically a "safe haven" he can use?

Why This Matters

Unattended high explosives are both a theft target and a public-safety risk, so the rule deliberately keeps the unattended option narrow. Assuming any familiar-looking truck stop qualifies is a common and costly mistake. Without documented proof of safe-haven status, the vehicle must be attended at all times, and leaving it is not a judgment call the driver gets to make on the spot.
