If a bus is equipped with a red emergency door light, when must it be turned on?

The red emergency door light helps riders and rescuers locate the emergency exit in low-light conditions, exactly when visibility is worst and an evacuation is hardest. A driver who forgets to turn it on at night has effectively disabled a safety feature without realizing it.
