Questions about Pre-Trip Inspection & Special Equipment

What's the most important thing to check on a tank vehicle pre-trip?

Checking for leaks is the top priority. A leaking tank gets the vehicle placed out of service and the driver cited, and the driver can also be held liable for whatever the leak damages or contaminates.

What are grounding and bonding cables for on a tanker?

They equalize static electricity between the tank and the receiving container during loading or unloading of flammable liquids, which prevents a spark from igniting vapors. This comes from 49 CFR 177.837(b)-(c), and the equipment has to be hooked up correctly before transfer starts, not just carried on the truck.
