Questions about Endorsement & Licensing Rules

What federal regulation covers the school bus (S) endorsement requirements?

Per 49 CFR 383.123, a driver must pass a school-bus-specific knowledge test covering four required topic areas, plus a skills test, on top of whatever CDL class and other endorsements they already hold.

What makes a vehicle a "school bus" for CDL purposes?

Per 49 CFR 383.5, it's a CMV used to transport pre-primary, primary, or secondary students to and from school or school-related events, not just any vehicle that happens to be carrying kids.

Can a CLP holder get the S endorsement before getting a full CDL?

Yes, but per 49 CFR 383.153(b)(2)(viii)(B), a CLP holder with the S endorsement still carries a passenger restriction and can't actually transport students until they hold the full CDL.
